FS#50 - Modification to the requests sent to Moderators via the JABot report system

As of date, in the event there is a report call we are simply given an address to connect to, which works perfectly fine in ~90% of situations. However, in the event the server we need to be joining is full, we are unable to join and deal with the problem. This could, if realized by individuals whom wanted to abuse it, potentially lock out staff members from dealing with toxic or cheating individuals.

The formal request is a change which would allow us (Members of Staff) to join a server that is full by removing an individual from the server. In order to prevent this being abused, in the event it ever may be, this option should exclusively be available VIA the join address provided by JABot.
