FS#293 - Have syncr apply to the person you spectate

Current behavior of /SyncR is to show indicators for the player using /SyncR and those spectating that player. The requested change is to allow the player spectating to turn on /SyncR to display that info (without displaying that info for the player being spectated). Not sure whether it would/wouldn’t be appropriate to continue to display SyncR data for the spectating player if just the player being spectated has it enabled.

Tacking this on: AI wanted to “convert the code syntax to transitional” too.
