FS#168 - Charging demomen make lots of loud noise if they want to

Because of the instant regen of the shield, somebody can spam m2 (or make a script) and cause the crash/scream noise to play extremely fast. Having them be muted via server magic would be nice, but so few people know about / do it that it would be fine without.
